Civil Case


A person may be both a member of the public and a member of a public agency. If a member of a public body attends a subcommittee meeting of that body in a private capacity, his or her presence does not thereby convene a quorum. Montana's open meeting statutes are only triggered when a quorum of public officials are present in their official capacity.
